2021 Legislative Session Important Bills

HB 2007 - Provide for occupational licenses or other authorization to practice by recognition for qualified applicants from other states

This bill allows any individual with a license in another state to operate as a licensed worker in WV, even if their state refuses to honor a WV license. In addition, if the individual’s home state does not have a license for the occupation, a person only must show they have worked for two years in that field to be licensed in WV

HB 2008 - Amending requirements for licensure relating to elevator mechanics, crane operators, HVAC, electricians, and plumbers

This bill eliminates certifications for all crane operators, plumbers in training, fire damper technicians and technicians in training and elevator apprentices. In addition it weakens certification standards for electricians, plumbers, sprinkler fitters, HVAC technicians, and elevator technicians.

Instead of loosening regulations to make it easier to get a license the legislature should be working with Virginia, Maryland,Pennsylvania ,Ohio, and Kentucky to make our WV license reciprocal with these states. Ever since the IBC, NFPA54 ,NFGC , and IPC coses have been adopted nationwide and all licensees have the same test requirements. It sounds daunting to someone who is just starting in the trade and also to legislators and lawyers tp require the amount of work hours to qualify, but this is all done in the interest of public safety.. I hold licenses in WV my state of residence ,MD, and VA, soon to add Ky. To pass legislation that would make the licenses eaiser to get is devaluing my license and also my knowledge of the trades. Would you want a lawyer coming to your home to do electric work or an electrician to come to your home to consult as a lawyer. That’s right lawyer wasn’t one of the licenses that they were going to make easier to get. Bravo guys for showing your hand early.
